Hunan, Russia Pledge to Strengthen Cooperation Between Areas Along Yangtze, Volga Rivers

This year marks the 70th anniversary of the establishment of diplomatic relations between China and Russia. On May 23, the third meeting of the council of cooperation between the upper and middle reaches of the Yangtze River and the Volga Federal District was held in the Chuvash Republic, or Chuvashia, one of the federal subjects of Russia. Hunan Governor Xu Dazhe, who is also deputy secretary of the CPC Hunan Provincial Committee, attended the meeting and made a speech on strengthening collaboration between the two riverside regions.  
 
The first and second meetings of the council was held in Russia’s Ulyanovsk City and China’s Hefei City in June 2016 and July 2017 respectively. Five Chinese provinces and one municipality - Anhui, Jiangxi, Hubei, Hunan and Sichuan provinces and Chongqing; and 14 Russian federal subjects such as Republic of Tatarstan and Samara Oblast attended the meeting as council members.
 
Governor Xu said that in recent years, under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, Hunan has implemented the innovation-oriented opening and development strategy, and striven to promote high-quality development. Hunan’s economy has maintained the momentum of stable and sound development.
 
With the in-depth development of the China-Russia comprehensive strategic cooperative partnership, the exchanges and cooperation between Hunan and Russia have been strengthened in an all-round way. In particular, Hunan province’s exchanges and cooperation with the Volga Federal District have achieved remarkable results. 
 
Two pairs of sister cities have been established, and exchanges in science, education, culture and tourism have been increasingly deepened, which has improved people’s well-being of the two countries.
 
Governor Xu stated “Hunan province and the Volga Federal District have profound cooperation potential. We will further expand the areas of cooperation and enhance the effectiveness of cooperation within the framework of China-Russia friendly exchanges and cooperation. It is hoped that these efforts will contribute to deepening the China-Russia comprehensive strategic partnership.” 
 
Both sides may strengthen scientific and technological innovation cooperation; focus on advanced manufacturing, new materials, resources and environment, modern agriculture and other fields; carry out collaborative innovation and share scientific and technological achievements; and, deepen collaboration in key industries, Xu added.
 
He noted that Hunan should give full play to its advantages of manufacturing strength, and promote construction machinery, rail transit, electronics information, general aviation, agricultural products processing, and other industries cooperation with the Volga Federal District.
 
He continued, Hunan will expand humanity communication and cooperation with the Volga Federal District; give play to its education and civilization advantages; make good use of the platform - ‘Chinese Bridge’ (Chinese Proficiency Competition for Foreign College Students); continue to run well the Confucius Institute at Kazan State University; strengthen undergraduate education cooperation; promote Red (revolutionary) tourism cooperation; and, ensure a good organization of the 6th China-Russia “Yangtze -Volga Rivers” Youth Forum, which will be held in Hunan this July, to promote cultural exchanges and mutual understanding.
 
He also asked for broadening exchange and cooperation channels; further developing the sister-city relationship; implementing bilateral cooperation agreements; and, making good use of the Hunan-Europe Express Line to expand foreign trade. “We sincerely welcome peoples from all walks of life along the Volga River to visit and invest in Hunan, to achieve mutual benefits and common development,” he added.
 
At the meeting, Hunan signed cooperation agreements with the Chuvash Republic, Samara Oblast, Saratovskaya Oblast, and the Republic of Mordovia in the fields of economy and trade, science and technology, and humanities.
